GPS Monitoring-Ohio

This photo provided by the Ohio Department of Rehabilitation and Correction shows inmate Brian Golsby. A new report presented to Ohio Gov. Mike DeWine on Monday, Jan. 6, 2020, is questioning the effectiveness of an expansion of electronic monitoring of inmates in Ohio. The report itself grew out of the 2017 slaying of an Ohio State University student who was kidnapped after leaving her restaurant job, raped and killed in suburban Columbus. Her killer, Golsby, had been released from prison two months earlier and was wearing an electronic monitor at the time. (Ohio Department of Rehabilitation and Correction via AP)
