Prison Without Walls 1942

This prison, the State Institution for Men at Chino, Calif., shown May 5, 1942, is as far a cry from the traditional grim gray-walled city of desperate men as it could be. Its guard towers have never been manned. There are no guards; they’re "supervisors," who carry no weapons and don’t wear uniforms. There are no convicts or prisoners at Chino, only "inmates." All there men are felons, serving from a year to life for everything from passing bad checks to murder. Here is the institution's west dormitory. (AP Photo)
